Project Timeline
The collaborative process is Step 3 of the BLM's preliminary project timeline
Step 1: (10/30/06 - 1/5/07) Tucson Field Office prepares Outreach
Information and Materials, including preliminary transportation plan based on available
information and completes mailing.
Step 2: 1/8/07 - 2/5/07) Public Input/Comment period for defining
the preferred transportation plan.
Step 3: (2/15/07 - 3/30/07) Develop proposed action/preferred alternative. Finalize
the Proposed Action for environmental compliance review. During this period, a broadly
representative working group will be convened and facilitated by United States Institute
for Environmental Conflict Resolution.
Step 4: (3/30/07 - 5/15/07) BLM inter-disciplinary team prepares
environmental assessment (EA), and is made available for public review and comment,
with an unsigned finding of no significant impacts. Interagency team may be organized
if the National Forest Service becomes a cooperating agency.
Step 5: (5/15/07 - 6/30/07) Substantive comments are considered
and addressed by BLM. May result in adjustment to the EA.
Step 6: (7/2/07) EA finalized, FONSI signed and EA approved. Decision
record issued.
Step 7: (7/25/07 - 8/25/07) Appeal period.
Step 8: (after 8/25/07) Implementation of travel management plan.
