Collaboration Background

For over twelve years the Fishlake National Forest and the Beaver Ranger District have been working on the National Environmental Policy Act (NEPA) analysis for continued livestock grazing on the Tushar Range of the Beaver Ranger District. In January 2007, a Record of Decision was issued for an Environmental Impact Statement (EIS) for eight of the Tushar Range allotments. The decision was appealed by seven conservation organizations, and the Forest Service Regional Standing Appeal Review Team reviewed the EIS.

Before a decision was made on the appeal and in order to avoid potential litigation, the Beaver Ranger District and Appellants developed a Resolution Agreement in which Appellants agreed to withdraw their appeal in exchange for working collaboratively in the development of the existing and desired conditions and management practices to be used in developing management plans for two of the eight Tushar Range Allotments. The two allotments selected are the Ten Mile and Pine Creek/Sulphurbeds C&H Allotments.
