Michael J. Armstrong

Omaha, Nebraska

Michael J. Armstrong is a native Kansan who graduated from Kansas State University with a Bachelor of Arts degree in Political Science, and also graduated from the University of Kansas School of Law with a Juris Doctor Degree. He has also completed the Water and Wastewater Leadership Program at the University of North Carolina at Chapel Hill.

Mr. Armstrong has been employed by Water District No. 1 of Johnson County, Kansas (WaterOne) for the past nine years. He has served as WaterOne’s General Manager for four years and previously served as the General Counsel for five years. Prior to joining WaterOne, Mr. Armstrong served as outside legal counsel and was a partner with the Speer, Austin, Holliday & Zimmerman law firm of Olathe, Kansas, where he focused on utility law, water law, environmental law and real property law.

WaterOne is a quasi-municipal corporation organized under Kansas statutes to supply and distribute water to the urban areas of Johnson County Kansas. WaterOne currently serves a population of approximately 400,000 and approximately 12,000 businesses in Johnson County. WaterOne supplies water to the cities of Overland Park, Lenexa, Leawood, Shawnee, Prairie Village, Mission, Merriam, Mission Hills, Roeland Park, Fairway, Westwood, Lake Quivira, Mission Woods, Westwood Hills, as well as portions of Olathe, De Soto, and Bonner Springs, Kansas. WaterOne has an annual operating budget of approximately $80 Million and has approximately 360 employees.

Mr. Armstrong is an active member of the American Water Works Association and is a Board Member of the Overland Park Chamber of Commerce. He lives in Fairway, Kansas, with his wife, Karen, and son, Ian.
