Charter Planning Group Process

On July 1, 2008, the Honorable John Paul Woodley, Jr., Assistant Secretary of the Army for Civil Works, signed a memorandum to the Director of Civil Works for the U.S. Army Corps of Engineers (Corps) providing implementation guidance for Section 5018 of the Water Resources Development Act of 2007. Section 5018 authorizes the Corps to:

  1. Prepare a study to determine the actions required to mitigate losses of aquatic and terrestrial habitat; recover federally listed species under the Endangered Species Act; and to restore the ecosystem to prevent further declines among other native species. The study, referred to as the Missouri River Ecosystem Restoration Plan (MRERP), is in the early stages of planning.


  2. Establish a Missouri River Recovery Implementation Committee (MRRIC Committee). The MRRIC Committee will include representatives from federal agencies, Tribes, states, local governments and non-governmental stakeholders in the Missouri River basin.

In 2007 a MRRIC Planning Group composed of representatives of several Missouri River basin Tribes, States, and a wide-range of stakeholder interests, were asked by the Corps and other Federal agencies to develop a Recommended Charter for the MRRIC. The Charter was also approved by Mr. Woodley on July 1, 2008.

Local government and non-governmental stakeholders interested in serving on the MRRIC Committee submitted applications for membership and were selected by the U.S. Army Corps of Engineers (USACE). The USACE is also extended invitations to Tribes, States and other Federal Agencies to appoint members to the MRRIC Committee.

The MRRIC Committee has two primary duties as outlined in Section 5018:

  1. With respect to the study to be conducted (MRERP), provide guidance to the Corps and any affected Federal agency, State agency, or Indian tribe.


  2. Provide guidance to the Corps with respect to the Missouri River Recovery and Mitigation Plan in existence on the date of enactment of WRDA 2007. For more information on existing recovery and mitigation plans, please click on this link: http://www.moriverrecovery.org.

The Committee's purpose, as defined in the Charter, is to help guide the prioritization, implementation, monitoring, evaluation and adaptation of recovery actions and to ensure that public values are incorporated into the study and the recovery and mitigation plans.
